25. (Repealed).

25. The development plan is adopted by a by-law of the council of the regional county municipality requiring the affirmative vote of the majority of the members of the council.
As soon as possible after the adoption of the development plan, a copy of it, together with a notice of the date of its adoption, shall be served on the Minister and sent to every municipality whose territory is comprised in that of the regional county municipality, to every regional county municipality whose territory is adjacent to that of the regional county municipality, and, for registration purposes, to the Commission.
