31. Every regional centre is a legal person and may, within the mandate given it by the Commission and the standards determined by the regulations, exercise all the powers of a legal person in addition to the special powers conferred on it by this Act.

31. Every regional corporation shall be a corporation within the meaning of the Civil Code of Lower Canada and may, within the mandate given it by the Commission and the standards determined by the regulations, exercise all the powers of such a corporation in addition to the special powers conferred on it by this Act.
