13. The Minister of Justice shall transfer the sums payable by the Fund up to the amount of the victim fine surcharges collected under the Criminal Code (R.S.C. 1985, c. C-46) and of the sums paid by the Government of Canada pursuant to an agreement under section 21 out of the sums credited to the general fund.

13. The consolidated revenue fund is liable for the sums payable by the assistance fund up to the amount of the victim fine surcharges collected under the Criminal Code (Revised Statutes of Canada, 1985, chapter C-46) and of the sums paid by the Government of Canada pursuant to an agreement under section 21.
