176. The sums making up the Fonds shall be under the management of the Minister of Finance. Such sums shall be credited to the Minister of Finance and deposited with the financial institutions he designates.
The Minister of Justice shall keep the books of account of the fund and record the financial commitments chargeable to it. The Minister shall also ensure that such commitments and the payments arising therefrom do not exceed and are consistent with the available balances.

The book of accounts and the recording of the financial commitments chargeable to the Fonds shall, notwithstanding section 13 of the Financial Administration Act (chapter A-6), be kept by the Minister of Justice. The latter, in addition, shall certify that such commitments and the payments arising therefrom do not exceed the available balances and comply therewith.
