15. Any person who makes a false declaration or commits or attempts to commit a fraud, for the purpose of taking advantage of the benefits of this Act, is guilty of an offence and liable to a fine of not less than $500 nor more than the amount of the financial assistance granted.
Any other offence against this Act or the regulations renders the offender liable to a fine of not less than $500 nor more than $2,000.
