81. Within the framework of specific programs and in the cases and under the conditions the Minister determines, the Minister may grant financial assistance to a person who decides, on a voluntary basis, to take advantage of one of those programs. However, persons eligible under those programs may take advantage of the Social Assistance Program, the Social Solidarity Program or the Basic Income Program if the financial assistance granted under a specific program is less than the assistance they would be granted under any of those financial assistance programs, to the extent that they are also eligible under those programs.

81.
