133. For the purposes of the Social Solidarity Program, the Government may make regulations
(1)  prescribing social solidarity allowance amounts;
(2)  prescribing, for the purposes of the first paragraph of section 72, the amounts of the adjustments for adults, which may vary according to the time elapsed since they became recipients under the program, and determining the cases in which and the conditions under which those amounts are to be granted;
(2.1)  prescribing, for persons referred to in the second paragraph of section 72, the periods that may be considered in calculating the time provided for in the first paragraph of that section and determining the cases in which and the conditions under which such periods are considered; and
(3)  prescribing, for the purposes of the third paragraph of section 72, more flexible rules concerning the matters referred to in that paragraph.
