60.31. For the purposes of section 60.30,
(1) the lease contract is deemed entered into in the territory of the administrative authority where the carrier takes possession of the road vehicle for the first time;
(2) where the lease is for more than 60 days, the carrier lessor shall have a permanent establishment in Québec and he shall comply with the obligations provided for in section 60.10.
