Act respecting the Conservatoire de musique et d’art dramatique
1. The Minister of Culture and Communications shall have charge of the carrying out of this Act.

DIVISION I
ORGANIZATION
2. A school is established under the name of the “Conservatoire de musique et d’art dramatique de la province de Québec”.

3. The object of such school shall be to ensure co-ordination in the teaching of music and dramatic art in Québec without, however, interfering with the development and autonomy of existing institutions, and to aid in the professional training of composers, singers, instrumentalists and actors.

4. The Government shall appoint, for the proper functioning of the school, a director and the necessary professors, and fix their remuneration.
The professors shall be appointed upon the recommendation of the director. The other members of the staff shall be appointed by the Minister of Culture and Communications.
All such appointments shall be made pursuant to the Public Service Act (chapter F-3.1.1).

DIVISION II
COMMISSION DE L’ENSEIGNEMENT DE LA MUSIQUE ET DE L’ART DRAMATIQUE
5. A body is hereby constituted and established under the name of “Commission de l’enseignement de la musique et de l’art dramatique”.

6. Such commission shall consist of not more than nine members, four of whom shall be chosen to represent respectively each of the following institutions:
(a)  Université Laval;
(b)  McGill University;
(c)  Montréal University;
(d)  Academy of Music of Québec.
Such members shall be appointed by the Government for three years.

7. The office of member of the Commission de l’enseignement de la musique et de l’art dramatique shall be without remuneration. The members shall, however, be entitled to the reimbursement of their travelling expenses.
Five members shall form a quorum at meetings of the commission.

8. The commission shall inform the Minister of Culture and Communications respecting all matters submitted to it and shall perform the duties assigned to it.

DIVISION IV
COURSES
12. The courses of study, except programs of college studies, and the rules for the internal management and discipline of the school, shall be drawn up by the director and shall be submitted for the approval of the Government.

12.1. The College Education Regulations established under section 18 of the General and Vocational Colleges Act (chapter C-29) apply to the college-level instruction that may, with the authorization of the Minister of Education, Recreation and Sports, be dispensed by the school, the word “school” being substituted for the word “college”.

13. The immediate direction of the school shall be entrusted to the director, who shall carry out the courses of study duly established and shall see to the proper functioning and administration of the school.

14. In the month of July of each year, the director shall transmit to the Minister of Culture and Communications a report on the operations of the school for the past year.

DIVISION V
DIPLOMAS AND CERTIFICATES
15. The school shall award diplomas or certificates to the students, according to the special courses followed by each.
The diplomas shall be signed by the director of the school and countersigned by the Minister of Culture and Communications. The certificates shall be signed by the director of the school.
Diplomas or other attestations relating to programs of college studies, however, shall be awarded in accordance with the College Education Regulations.

16. The Minister shall appoint each year the members of the juries charged with the examination of the students.
The director of the school shall ex officio be a member of such juries.

DIVISION VI
MISCELLANEOUS PROVISIONS
17. The Government may organize branches of the school in various parts of Québec, or it may affiliate with the school any superior school of music or of dramatic art.

REPEAL SCHEDULE

In accordance with section 17 of the Act respecting the consolidation of the statutes (chapter R-3), chapter 61 of the Revised Statutes, 1964, in force on 31 December 1977, is repealed effective from the coming into force of chapter C-62 of the Revised Statutes.
