Vehicle Load and Size Limits Regulation
Highway Safety Code
(chapter C-24.2, s. 621, pars. 15, 16, 17 and 18).
DIVISION I
DEFINITIONS
1. This Regulation applies to road vehicles and combinations of road vehicles within the meaning of the Highway Safety Code (chapter C-24.2).
It does not apply to road vehicles and combinations of road vehicles designed to fight fires.

2. For the purposes of this Regulation, the public highways of Québec are classified as follows:
(1)  ordinary class: any public highway or part thereof not covered by subparagraphs 2 and 3;
(2)  special class: public highways described and delimited in Schedule C;
(3)  exempted class: parts of public highways at the intersections of a private road described in Schedule D.
Unless the context indicates otherwise in this Regulation, the standards herein apply to all public highways of the ordinary class and of the special class and do not apply to the parts of public highways of the exempted class.

3. In this Regulation,
“donkey type axle” means an axle added to the rear of a single unit road vehicle comprising at least one of the following specifications:
(1)  an independent spring suspension;
(2)  wheels that touch the ground only when the vehicle is loaded;
(3)  (subparagraph revoked);
“dolly” means a dolly used to convert a semi-trailer into a trailer; (diabolo)
“load maximum” means the “GAWR” within the meaning of the Motor Vehicle Safety Regulations (C.R.C., c. 1038); (charge limite)
“self-steering axle” means an axle equipped at its ends with a part that can pivot around a vertical axis allowing the wheels to turn automatically in accordance with the vehicle-path or equipped with any other system that allows both wheels, the tires of which have a tread of a maximum width of 385 mm, to turn automatically according to the direction and path of the vehicle; (essieu autovireur)
“semi-trailer” means a road vehicle the front of which rests on the fifth wheel set on top of its chassis frame of of the vehicle hauling it; (semi-remorque)
“single axle” means an axle supporting a mass that can be measured under the wheels; (essieu simple)
“tandem axle” means a combination of 2 axles attached to a vehicle by a suspension system designed to distribute equally, at about 1,000 kg and at all times, the mass that can be measured under the wheels of each axle and consisting of a common suspension or of 2 identical suspensions attached together; (essieu tandem)
“towing vehicle” means a motor vehicle used to haul a trailer; (véhicule-remorqueur)
“tractor” means a motor vehicle equipped with a fifth wheel set on top of its chassis frame to which a semi-trailer is coupled; (tracteur)
“trailer” means a road vehicle, including a semi-trailer the front of which rests on a dolly attached to the vehicle that hauls it by a coupling system other than the fifth wheel set on top of its chassis frame of the vehicle hauling it; (remorque)
“triple axle” means a combination of 3 equally spaced axles attached to a vehicle by a suspension system designed to distribute equally, at about 1,000 kg and at all times, the mass that can be measured under the wheels of each axle and consisting of 3 identical suspensions attached together; (essieu triple)
“vehicle manufacturer” means any person manufacturing a vehicle defined by the Motor Vehicle Safety Act (S.C. 1993, c. 16); (le fabricant du véhicule)
“"wide-tread tire” means a tire of the size 445/50R22.5 or 455/55R22.5. (pneu à bande large)
For the purposes of this Regulation, the distance between the axes or the centres of 2 axles is the distance between the rotation centre of the axis of one axle in relation to the rotation centre of the axis of the other axle.

DIVISION II
MAXIMUM DIMENSIONS
4. The maximum length of any road vehicle or combination of road vehicles, load included, shall be:
(1)  12.5 m for any motor vehicle where the rear overhang is 4 m or less;
(2)  14 m for any bus where the rear overhang is 4 m or less;
(3)  19 m for an articulated bus;
(4)  23 m for any combination of road vehicles consisting of a farm tractor and of 2 trailers;
(5)  23 m for any combination of road vehicles consisting of not more than 4 motorized road vehicles or chassis of motor vehicles coupled according to the saddle-back method;
(6)  23 m for any combination of road vehicles consisting of a towing vehicle and a single trailer equipped with a dolly or consisting of a towing vehicle and a single trailer having a rear overhang of 4 m or less, where the distance between the front of the load bearing section of the towing vehicle and the rear end of the trailer is 20 m or less;
(7)  23 m for any combination of road vehicles consisting of a tractor and a single semi-trailer that meet the following specifications:
(a)  the tractor has a wheelbase of 6.2 m or less;
(b)  the tractor has an interaxle spacing of 3 m or more;
(c)  the distance between the rear end of the semi-trailer, load included, and the centre of its single, tandem or triple axle is at the most 35% of the distance between the centre of that axle and the centre of the king pin;
(7.1)  25 m for any combination of road vehicles consisting of a tractor and a single semi-trailer to which is coupled only one dolly, that has the specifications referred to in subparagraph 7;
(8)  25 m for any Type B or C double train that meets the following specifications:
(a)  in the case of Type B, it is composed of a tractor and a semi-trailer equipped at the rear with a fifth wheel on which the front of the second semi-trailer rests;
(b)  in the case of Type C, it is composed of a tractor, a semi-trailer and a double drawbar dolly, which converts the second semi-trailer into a trailer:
(c)  the tractor is not provided with load space and has a wheelbase of 6.2 m or less;
(d)  the tractor has an interaxle spacing of 3 m or less;
(e)  the distance between the front of the first semi-trailer and the rear end of the second semi-trailer is 20 m or less;
(9)  25 m for any Type A double train that meets the following specifications:
(a)  it is composed of a tractor, a semi-trailer and a single drawbar dolly, which converts the second semi-trailer into a trailer;
(b)  the tractor is not provided with load space and has a wheelbase of 6.2 m or less;
(c)  the tractor has an interaxle spacing of 3 m or more;
(d)  the distance between the front of the first semi-trailer and the rear end of the second semi-trailer is 20 m or less;
(10)  11 m for any motor vehicle not covered by subparagraphs 1 and 2;
(11)  19 m for any combination of road vehicles not covered by subparagraphs 4, 5, 6, 7, 8 and 9;
(12)  36.5 m for any combination of road vehicles on a public highway belonging to the special class described in Schedule C.
For the purposes of subparagraphs 7, 7.1, 8 and 9, the interaxle spacing of the tractor shall be measured from the axis of rotation of the front axle to the axis of rotation of the first axle of the group of rear axles and the wheelbase of the tractor shall be measured from the axis of rotation of the front axle to the centre of the group of rear axles, or as the case may be, to the axis of rotation of the single rear axle.
For the purposes of subparagraphs 1, 2 and 6, the rear overhang shall be measured from the centre of the single, tandem or triple rear axle to the rear end of the vehicle including loading.
For the purposes of subparagraph 1, the size of the rear overhang does not include the impact attenuator when the vehicle is used as a protection vehicle.
For the purposes of subparagraph 6, the distance between the front end of the load bearing section of the towing vehicle and the rear end of the trailer does not include auxiliary equipment located in front of the load bearing section of the towing vehicle or behind the rear end of the trailer, provided they do not increase the load volume of the road vehicle.
For the purposes of subparagraphs 8 and 9, the distance between the front of the first semi-trailer and the rear end of the second semi-trailer does not include auxiliary equipment located in front of the first semi-trailer or at the rear of the second semi-trailer, provided they do not increase the load volume of the road vehicle.

4.1. The lengths referred to in section 4 do not include the safari bumper that does not exceed by 30 cm the front of a motor vehicle or the bike-rack that does not exceed by 1 m the front of an articulated bus.
The same applies to the aerodynamic system located at the rear of a road vehicle, provided
(1)  any part of the system located at 1.9 m or less from the ground does not exceed by more than 30.5 cm the rear end of the vehicle;
(2)  any part of the system located at more than 1.9 m from the ground does not exceed by 61 cm the rear end of the vehicle.

5. The maximum length for any trailer shall be 12.5 m.
The maximum length for any semi-trailer converted into a trailer by a dolly shall be 14.65 m.
The dimension prescribed by the second paragraph does not include the coupling device of the dolly.

6. The maximum length for any semi-trailer shall be:
(1)  16.2 m for those with the following specifications:
(a)  they are equipped with a single axle, a tandem axle or a triple axle with spacing between the axles that is not more than 1.85 m, or a combination of axles of class B.44 or B.45;
(b)  (subparagraph revoked);
(c)  the distance between the centre of their single axle, tandem axle or triple axle and the centre of the king pin of the coupling device is not more than 12.5 m;
(d)  the horizontal radius between the vertical axis passing through the centre of the king pin of the coupling device and the front of the semi-trailer does not exceed 2 m;
(1.1)  (subparagraph revoked);
(2)  14.65 m for those that meet only the specifications prescribed by subparagraphs c and d of subparagraph 1;
(3)  10 m in all other cases.
Subparagraph c of subparagraph 1 of the first paragraph does not apply to lowered semi-trailers with a removable gooseneck.

7. The lengths prescribed in sections 5 and 6 do not include auxiliary equipment located in front and at the rear of the semi-trailer or trailer, provided they do not increase the load volume of the road vehicle.
The same applies to the aerodynamic system located at the rear of the semi-trailer or trailer, provided it complies with the conditions set out in the second paragraph of section 4.1.

8. Combinations of road vehicles shall consist of one of the following combinations:
(1)  one towing vehicle and 1 trailer;
(2)  one tractor hauling 1 or 2 semi-trailers;
(3)  one tractor hauling 1 semi-trailer and 1 trailer;
(4)  one farm tractor hauling 2 trailers; or
(5)  one motor vehicle hauling not more than 3 motorized road vehicles or chassis of motor vehicles coupled according to the saddle-back method.

9. The maximum height of any road vehicle or combination of road vehicles, load included, shall be 4.15 m.

10. The maximum width, load included, of a road vehicle is 2.6 m for a motor vehicle and 2.5 m for a trailer or semi-trailer.
The width of 2.5 m referred to in the first paragraph is increased to 2.6 m where the track width of each axle of the vehicle is 2.5 m or more. The track width is the overall length of an axle, including the wheels, measured from the tire side wall to any point above the lowest point of the rim.
The track width provided for in the second paragraph is reduced to 2.45 m in the case of an axle equipped with 2 wide-tread tires and whose load maximum does not exceed the load indicated on the additional label affixed to the vehicle in accordance with the Motor Vehicle Safety Act (S.C. 1993, c. 16).
Despite the first paragraph, the maximum width of a farm trailer owned by a farmer is 2.6 m and, for a trailer carrying grains and travelling unloaded, 3.75 m.
The first paragraph does not apply to the following road vehicles, owned by a farmer, when they travel elsewhere than on an autoroute and have a width of not more than 7.5 m:
(1)  farm machines transporting products to be sprayed or travelling unloaded;
(2)  seeders; and
(3)  combine harvesters.

11. The dimension prescribed by section 10 does not include:
(1)  rearview mirrors and lights;
(2)  a securement or covering system complying with the Cargo Securement Standards Regulation (chapter C-24.2, r. 30) or another auxiliary equipment, provided such a system or equipment does not exceed by 10 cm on each side of the vehicle and does not increase its load volume;
(2.1)  (paragraph replaced);
(3)  equipment for grading, clearing or marking roads, where the vehicle is equipped with the traffic control devices provided for in section 7 of the Regulation respecting special permits (chapter C-24.2, r. 35), except where it is used for purposes other than public infrastructure construction or maintenance;
(3.1)  a device used for the automatic loading of bales of hay;
(4)  wheels and spreading equipment for farm trailers owned by a farmer designed and used to transport products to be sprayed, chemical fertilizer, manure, liquid manure or manure liquid, travelling elsewhere than on an autoroute, provided they do not exceed 3.75 m.

12. The coupling device of each road vehicle forming a combination of road vehicles shall be so fitted that no towed vehicle can sway more than 80 mm to either side of the tractor or towing vehicle when the combination of road vehicles is travelling in a straight line.

DIVISION III
MAXIMUM AXLE LOAD
§ 1.  — General
13. The maximum axle load is the lesser of the following loads:
(1)  the sum of the maximum load for each tire of an axle or a combination of axles, as indicated on the tire side wall by the manufacturer, except, for the axle or combination of axles belonging to classes B.10 to B.57, that the maximum load of a tire, that is not wide-tread and that is mounted on a single wheel, cannot exceed 10 kg per mm of nominal width of its tread;
(2)  5,500 kg for an axle belonging to class B.1, 11,000 kg for a combination of axles belonging to class B.2 or B.3 or a higher load maximum indicated by the manufacturer of the road vehicle or the load capacity indicated by the person who made alterations on or to a vehicle with the approval of the Société de l’assurance automobile du Québec in accordance with paragraph 1 of section 214 of the Highway Safety Code (chapter C-24.2);
(3)  the maximum load provided for in section 14 that, as the case may be, is
(a)  increased by 20% on a public road belonging to the special class;
(b)  decreased by 1,000 kg per axle equipped with only 2 tires that are not wide-tread for axles of classes B.10 to B.57;
(c)  decreased by 1,000 kg for classes B.31, B.32 and B.33 where the class of axles is made up of a group of axles equivalent to a triple axle.
For the purposes of subparagraph 1 of the first paragraph, in the case of double wheels, the maximum load of the inner tire is, unless proven otherwise, the same as that of the outer tire.
The provisions of subparagraph 1 of the first paragraph concerning the maximum load of a 10 kg tire per mm of nominal width of the tread and those of subparagraph b of subparagraph 3 of the first paragraph do not apply to a self-steering axle belonging to class B.44, where the width of the single wheel tires is at least 365 mm, or to class B.45, where the width of the single wheel tires is at least 385 mm.

14. The load limit of an axle or combination of axles, in a normal period or in a period of thaw or rain, belonging to a class in Schedule B is as follows:

The axle load limits during a normal period apply during a period of thaw or rain on a public highway belonging to the special class or to a tow truck hauling a vehicle that has been in an accident or has broken down, been seized or abandoned and, in all cases, without a load.

MAXIMUM TOTAL LOADED MASS
§ 1.  — General
19. The maximum total loaded mass of a road vehicle or combination of road vehicles shall be the lesser of:
(1)  the total loaded mass computed by adding the approved maximum axle loads in subparagraphs 1, 2 or 3 of the first paragraph of section 13 for each class of axles of that road vehicle without exceeding, for class B.1, 5,500 kg in the case of a tractor and 7,250 kg in the case of the other vehicles, for class B.3, 13,000 kg and for class B.2, 14,000 kg;
(2)  the total loaded mass prescribed by section 20.

§ 2.  — “Special” class public highway
21. Subject to sections 22 and 23, on a public highway belonging to the “special” class, the maximum total loaded mass of a road vehicle or combination of road vehicles shall be computed by adding the maximum axle loads prescribed by section 13 for each class of axle of that vehicle or combination of road vehicles.

22. On a public highway belonging to the “special” class, the maximum total loaded mass of a combination of road vehicles belonging to classes A.40 to A.69 shall be computed by adding the maximum axle loads prescribed by section 13 for each class of axle of that combination of road vehicles increased by 10% without exceeding 60,000 kg.

23. On a public highway belonging to the “special” class, the maximum total loaded mass of a combination of road vehicles consisting of 3 vehicles shall be computed by adding the maximum axle loads prescribed by section 13, up to and including:
(1)  105,000 kg where the distance between the centre of the front axle of the tandem of the tractor and the centre of the rear axle of the combination of road vehicles is 28 m or more;
(2)  105,000 kg less the product of 1,200 kg per 300 mm under the 28 m length prescribed for paragraph 1.

26.1. Where a dimension that is greater or lesser is observed on a road vehicle, a combination of road vehicles, an axle or a group of axles due to a minor defect or an error of less than 5 cm and the dimension contravenes the provisions of Division II or operates to change from one of the classes provided for in Schedule A or B the road vehicle, combination of road vehicles, axle or group of axles, the owner may correct or have corrected, within the period provided for in section 519.17 of the Highway Safety Code (chapter C-24.2), the defect or error to avoid the issuance of a statement of offence.

37.20. Until 31 December 2014, for a semi-trailer assembled before 1 January 2001, the width of at least 385 mm for the tires of single wheels provided for in section 13 for the self-steering axle belonging to class B.45 is decreased to 365 mm.
A vehicle benefiting from the decrease of the width of the tires of single wheels provided for in the first paragraph has its load limit referred to in section 14 reduced by 2,000 kg in the normal period and the period of thaw or rain.

37.21. Until 31 December 2019, the provisions of Schedule B concerning equalization of the mass that may be measured under the wheels of each axle of class B.44 or B.45 do not apply to a vehicle assembled before 1 October 1998.

A.90 Any combination of road vehicles forming a Type B double train with 8 or 9 axles, composed of a tractor and a semi-trailer on which the front of a second semi-trailer rests and meeting the following specifications, belong to this class:
(1) the tractor has 3 axles, 2 of which form a tandem axle, and where the distance between the axes of the axles of the tandem is not more than 1.85 m;

(2) each semi-trailer has either one tandem axle, one triple axle, or, for one only, a group of axles equivalent to a triple axle;
(3) the distance between the axes of the leading and rear axles of each group of axles is not more than 3.1 m;
(4) the distance between the centre of the front axle of the tandem of the tractor and the centre of the rear axle of the combination of road vehicles is 16.5 m or more;
(5) the distance between the centre of adjoining axles belonging to different groups of axles on the combination of road vehicles shall be at least:
(a) 4 between the last axles of the first semi-trailer and the first axle of the tandem of the second semi-trailer;
(b) 5 m between the last axle of the tractor and the first axle of the first semi-trailer and between the last axle of the first semi-trailer and the first axle of the first semi-trailer and the first axle of the triple axle of the second semi-trailer or of the group of axles are equivalent to the triple axle, as shown below:

A.93 The combination of road vehicles meeting the specifications of class A.92 except for the specification concerning the distance between the centre of the front axle of the tandem of the tractor and the centre of the rear axle of the combination of road vehicles, which specification is less than 16.5 m, as shown below, belongs to this class:

A.94 The combination of road vehicles meeting the specifications of class A.92 except that it has under one or both semi-trailers a combination of axles formed of a single axle and a tandem axle, as shown below, belongs to this class:

A.95 The combination of road vehicles meeting the specifications of class A.94, except the specification concerning the distance between the centre of the front axle of the tandem of the tractor and the centre of the rear axle of the combination of road vehicles, which specification is less than 16.5 m, as shown below, belongs to this class:

F is less than 16.5 metres
A.96 Any combination of road vehicles forming a Type B double train, with 5, 6, 7, 8 or 9 axles, composed of a tractor and a semi-trailer on which the front of a second semi-trailer rests, that does not belong to any of classes A.90 to A.95, and where the distance between the centre of the second axle of the tractor and the centre of the rear axle of the combination of road vehicles is 16 m or more, as shown below, belongs to this class:

A.97 Any combination of road vehicles forming a Type B double train, with 5, 6, 7, 8 or 9 axles, composed of a tractor and a semi-trailer on which the front of a second semi-trailer rests, that does not belong to any of classes A.90 to A.95, where the distance between the centre of the second axle of the tractor and the centre of the rear axle of the combination of road vehicles is less than 16 m, as shown below, belongs to this class:
F is less than 16 metres
For the purposes of classes A.92 and A.93, a group of axles is the equivalent of a triple axle where it is formed of 3 equally spaced axles, comprising at the front a lowered lift axle, attached to the vehicle by suspensions designed to distribution equally, without possible adjustment, to about 1,000 kg where the lift axle is lowered, the mass that can be measured under the wheels of each axle.
For the purposes of classes A.11 to A.13, A.20 to A.35 and A.70 to A.87, all axles under a trailer, except where the trailer is equipped with a dolly, belong to the same class.
For all road vehicles formed of a tractor and a single semi-trailer, it is possible to couple to the semi-trailer a single dolly in order to move it. The addition of the dolly does not operate to change the class of the combination or to increase its maximum limit of total loaded mass.

The following classes of axles are established in accordance with the position of an axle or group of axles on a road vehicle, the distance between the axes of the axles and their mechanical specifications:
B.1 “front single axle”: any single axle that is at the front of a road vehicle or a combination of road vehicles and that is operated by the steering wheel belongs to this class.
B.2 “front tandem axle”: any tandem axle that is at the front of a road vehicle or a combination of road vehicles and that is operated by the steering wheel belongs to this class.
B.3 “front multiple axle”: any combination of 2 axles or more that does not belong to class B.2, that is at the front of a road vehicle or a combination of road vehicles and that is operated by the steering wheel belongs to this class.
B.10 Any single axle not belonging to another class belongs to this class.
B.20 Any combination of 2 or more axles where the distance between the leading and rear axles is less than 1.2 m belongs to this class.
B.21 Any tandem axle not belonging to another class where the distance between the axes of the axles is 1.2 m or more belongs to this class.
B.25 Any combination of 2 single axles located under a same vehicle not belonging to class B.26 where the distance between the axes is 1.2 m or more but less than 2.4 m belongs to this class.
B.25.1 Any combination of 2 singles axles located under a same vehicle not belonging to class B.26 where the distance between the axes is 2.4 m or more belongs to this class.
B.26 Any combination of 2 axles, one of which is the lowered donkey type, belongs to this class.
B.30 Any combination of 3 axles or more where the distance between the leading and rear axles is 1.2 m or more belongs to this class.
B.31 Any triple axle or a group of equivalent axles where the distance between the axes of the leading and rear axles of the combination is 2.4 m or more but less than 3 m belongs to this class.
B.32 Any triple axle or a group of equivalent axles where the distance between the axes of the leading and rear axles of the combination is 3 m or more but less than 3.6 m belongs to this class.
B.33 Any triple axle or a group of equivalent axles where the distance between the axes of the leading and rear axles of the combination is 3.6 m or more but less than or equal to 3.7 m belongs to this class.
B.40.1 Any combination of 4 axles or more where the distance between the axes of the leading and rear axles is 1.2 m or more but less than 2.4 m belongs to this class.
B.40.2 Any combination of 4 axles or more where the distance between the axes of the leading and rear axles is 2.4 m or more but less than 3.6 m belongs to this class.
B.41 Any combination of 4 or more axles, located under a single unit vehicle, under a towing vehicle or under a semi-trailer, where the distance between the axes of the leading and rear axles is at least 3.6 m but less than 4.2 m belongs to this class.
B.42 Any combination of 4 or more axles, located under a single unit vehicle, under a towing vehicle or under a semi-trailer, where the distance between the leading and rear axles is at least 4.2 m but less than 4.8 m belongs to this class.
B.43 Any combination of 4 axles or more, located under a single unit vehicle, under a towing vehicle or under a semi-trailer that does not belong to another class and where the distance between the axes of the leading and rear axles is 4.8 m or more belongs to this class.
B.44 Any combination of 4 axles, equipped with a suspension designed to balance, without any adjustment possible, to within 1,000 kg, the mass that may be measured under the wheels of each axle, located under a vehicle of a single unit, under a towing vehicle or under a semi-trailer formed of
(1) a self-steering axle located at the front of a combination of axles at a distance of not less than 2.5 m and not more than 3 m from the others;
(2) a triple axle where the distance between the axes of the leading and rear axles is 3 m or more but less than 3.6 m belongs to this class.
B.45 Any combination of 4 axles, equipped with a suspension designed to balance, without any adjustment possible, to within 1,000 kg, the mass that may be measured under the wheels of each axle, located under a vehicle of a single unit, under a towing vehicle or under a semi-trailer formed of
(1) a self-steering axle located at the front of the combination of axles at a distance of not less than 2.5 m and not more than 3 m from the first axle of the triple axle;
(2) a triple axle where the distance between the axes of the leading and rear axles is 3.6 m or more but less than or equal to 3.7 m belongs to this class.
B.56 Any combination of 2 single axles where one is located at the rear of the first semi-trailer of a Type C double train referred to in class A.86 and the other one under the dolly of the trailer, and where the distance between the axes is less than 3 m belongs to this class.
B.57 Any combination of 3 axles, 2 of which form a tandem axle located at the rear of the first semi-trailer of a Type C double train referred to in class A.86 or A.87 and the other one under the dolly of the trailer, and where the distance between the axes of the last axle of the tandem axle and the axle of the dolly is less than 3 m belongs to this class.
For the purposes of classes B.31 to B.33, a group of axles is the equivalent of a triple axles where it is formed of 3 equally spaced axles, comprising at the front a lowered lift axle, attached to the vehicle by suspensions designed to distribute equally, without possible adjustment, to about 1,000 kg where the lift axle is lowered, the mass that can be measured under the wheels of each axle.
For the purposes of this Schedule, the wheels that are not attached to an axle but that are attached under the vehicle in a common axis of rotation shall be included in the classes of axles.
