Regulation respecting the period of professional training for land surveyors

1. Any person must, in order to obtain a land surveyor’s permit, successfully complete a period of professional training.

2. To be eligible for a training period, a trainee candidate must:
(1)  hold a diploma which gives access to a permit issued by the Ordre des arpenteurs-géomètres du Québec in accordance with the Regulation respecting the diplomas issued by designated teaching establishments which give access to permits or specialist’s certificates of professional corporations (chapter C-26, r. 2);
(2)  complete and send to the secretary of the Ordre des arpenteurs-géomètres a registration form similar to the one provided for in Schedule I.

3. The training period shall be supervised by a tutor who must be a land surveyor with more than 3 years of practice.
A land surveyor required by the board of directors to take a refresher training period in accordance with the Regulation respecting refresher training periods for land surveyors (chapter A-23, r. 16) may not act as a tutor during the refresher training period.

4. The duration of the training period shall be one year and shall comprise 2 or more terms. A training period term shall not exceed 6 months.

5. During the training period, the training period committee may, upon receiving from a trainee a request with reasons provided, suspend the training period.

6. The board of directors shall issue a training period card to the trainee candidate. The card shall be signed by the secretary of the Order and shall bear the name of the trainee and the date on which the card was issued.

7. The objective of the training period is for trainees to acquire practical skills in the profession of land surveyor and for them to archieve professional autonomy.

8. The trainee shall be evaluated according to the following 5 criteria:
(1)  practical work: research skills, presentation of files and practical problem-solving skills;
(2)  organization of work: planning of work, application of methods, standards, techniques as well as laws and regulations;
(3)  professional attributes: sense of observation, initiative and responsibility, punctuality, presence and professionalism;
(4)  communication skills: communication with clients and writing up of files;
(5)  personality traits: ability to adapt, self-control, capacity for self-evaluation, and discretion.

9. The tutor shall evaluate the trainee on each criterion using the following scale:
Excellent: 5
Very good: 4
Good: 3
Weak: 2
Unsatisfactory: 1
Nil: 0

10. The tutor shall evaluate the trainee at the end of each training period term and give the trainee an evaluation in writing, with reasons provided, no later than 10 days following the end of the training period term.
The trainee must, within 5 days following receipt of the evaluation, date and countersign it and send it to the secretary of the Order.

11. The trainee must send to the training period committee, no later than 30 days following the end of his training period, a written report describing the practical skills acquired during his training period and the amount of time spent acquiring each skill.

12. The training period is successfully completed, if the trainee obtains, for the training period terms as a whole, an average mark equal to or greater than 3 for each criterion in the evaluation.
If the trainee’s mark is less than 3, he must successfully complete a new 6-month training period.

13. The training period evaluations and trainees’ reports shall be sent to the training period committee, established by the Order. Upon examining the documents, it shall recommend to the board of directors the acceptance or refusal of the training period.
The recommendation must be accompanied by the evaluation and the trainee’s report.

14. The committee must investigate a complaint lodged by the trainee and file a report with the board of directors.

15. Any person licensed before 1 January 1990 has the choice of taking a 36-week training period according to the terms and conditions in effect before such date or of doing a training period in accordance with this Regulation.
